Yes, there is an option to manually submit a sitemap to Google Search Engine without using Google Search Console. Below is How is how it works.

  • encode your sitemap URL using free online URL encoding tools like urlencoder.org

Example of encoded URL

Original sitemap Url: https://example.com/sitemap_index.xml

Encoded sitemap Url: https%3A%2F%2Fsexample.com%2Fsitemap_index.xml

  • Add the encoded URL after the (=) sign of the submission Url. That is, replace URL/of/file with your encoded sitemap URL. 

Submission URL: https://google.com/ping?sitemap=URL/of/file

For example: https://google.com/ping?sitemap=https%3A%2F%2Fsexample..com%2Fsitemap_index.xml

  • Then copy and paste the url to the browser address section and click enter.

The importance of using Google Search Console for sitemap submission over  manual submission is that you can tell when your sitemap has errors or has not being read.
