Some of the CSS and html code that I have written is not supported in IE Browser, should I create specific code for IE browser

It is not necessary to create CSS support for old browsers like Internet Explorer (IE). The most important thing you should consider is what browser do your website visitors use?

You might find that a very small amount of code that you have written is not supported in IE and therefore writing another code to support it will be causing more harm than good on page load speed.

I want to start a blog with WordPress. I am looking for recommendations of the best free themes that I should use. I do not want many options that will make it difficult for me to make a decision. At most 5 suggestions.
