PayPal policies do not allow the use of VPN or proxy services to access their site. VPNs hide your IP address and location and PayPal needs them to know the real location where the money is coming from and going to comply with regulations. If in the future you are willing to use PayPal without VPN, then you can appeal by visiting the resolution center.
If you want to keep using VPN for security reasons, then consider other payment processing alternatives that we have provided above. Otherwise, your account will still be locked if you use a VPN.
The sad news is that you are likely to be kicked out from any reputable payment processor if you keep accessing your account from unknown locations.
