WordPress Core contributor Jonathan Desrosiers has published a post explaining a proposed process of retiring old Twenty themes. WordPress has been releasing a default theme every year since 2010.
WordPress Retiring Old Twenty Themes
In an article published in WordPress Core, Jonathan proposes that the number of WordPress default themes being actively maintained and supported be reduced. He says that reducing the number of the default WordPress themes actively supported will give the contributors time to provide a better experience in modern WordPress through the block editor and new block theme-focused experiments and initiatives.
The core team proposes two potential ways to decrease the total number of themes receiving regular updates, one of which involves decreasing the number of default themes and introducing new theme experiments. The other involves maintaining only the most recent default theme and possibly providing a plugin for site owners to install and activate previous default themes.
Themes to be retired include those that are 5 years old and have fewer than 1% active installations. Currently, themes that meet these criteria of retirement include Twenty Ten, Twenty Eleven, Twenty Twelve, Twenty Thirteen, Twenty Fourteen, Twenty Fifteen, and Twenty Sixteen.
The retired themes will not receive new enhancements, features, or bug fixes. However, they will receive security updates.
